August Politburo Meeting: Cadre Education and Training
On August 31, the Politburo met to discuss cadre education and training. During the meeting, it reviewed two documents:
- Regulations on Cadre Education and Training (干部教育培训工作条例); and
- National Cadre Education and Training Plan (2023-2027) (全国干部教育培训规划（2023－2027年）)
The main message from the meeting is that the Party leadership recognises the "irreplaceable role" of cadre education and training in Party-building. The leadership wants the Communist Party to cultivate a cadre force that is politically committed, well-adapted, and skilled.
The practical implications are still unclear, but clues are forthcoming in the two new documents. I expect the full text of these documents to be released before the end of the year.
Note that these documents are updates to the 2015 Regulations on Cadre Education and Training and the National Cadre Education and Training Plan (2018-2022), respectively.
