Measures to Integrate Domestic and Foreign Trade

The General Office of the State Council issued Measures for the Integrated Development of Domestic and Foreign Trade (关于加快内外贸一体化发展的若干措施) on Monday, December 11.

The “integrated development of domestic and foreign trade” (内外贸一体化发展) is a term used by the Chinese government for the goal of finding synergies between domestic and foreign trade, including by streamlining domestic and foreign trade rules and standards.

In January 2022, the General Office of the State Council issued the Opinions on Promoting the Integrated Development of Domestic and Foreign Trade (关于促进内外贸一体化发展的意见). The policy guidance document outlines the current goals:

By 2025, domestic and foreign trade laws and regulations, regulatory systems, enterprise qualifications, quality standards, inspection and quarantine, certification and accreditation will be more effectively streamlined. The level of integrated development of domestic and foreign trade by market entities will be further enhanced. Internal and external connectivity networks will be more complete. Government management and services will continue to be improved, and the integrated domestic and foreign trade control system will be more sound, so that domestic and foreign trade will be operated efficiently and developed in an integrated manner.

到2025年,内外贸法律法规、监管体制、经营资质、质量标准、检验检疫、认证认可等衔接更加有效,市场主体内外贸一体化发展水平进一步提升,内外联通网络更加完善,政府管理服务持续优化,内外贸一体化调控体系更加健全,实现内外贸高效运行、融合发展。

To these ends, Measures outline 18 policy measures across five areas:

  1. Streamline domestic and foreign trade systems and rules
  2. Connect domestic and foreign markets
  3. Improve the environment for domestic and foreign trade integration
  4. Accelerate the development of domestic and foreign trade integration in key areas
  5. Increase financial support
