Starting from this issue, subsections 4c. State Council Documents 国发 and 4d. General Office of the State Council Documents 国办发 will respectively change to:

4d. General Office of the State Council Documents 国办发(函)

This change is being made to include formal correspondence (函) documents of the State Council in this digest. Some 函 documents are important because they contain policy guidance or measures from a constituent organisation of the State Council. The State Council sometimes forwards these documents to add its authority to them.
